PABC's Function on the Team

This section describes PABC's organizational structure as a certifying body, the functions of its stakeholders, ISO-required Committees and the various administrative support functions performed by PABC and FirstPoint Management Resources (FPMR).

  Stakeholders

A key factor in the success of any professional certification organization  is the expertise and dedicated support of its stakeholders. In addition to serving on the Board of Directors and Advisory Council, subject matter experts from all seven (7) stakeholder groups serve on the committees that develop standards, create the exam(s) and ensure the effectiveness of the GPPC program.

As part of the screening process, each is asked to commit to giving top priority to safety and seeking the best interests of all stakeholders in their deliberations. 

The following describes the services made by the representatives from each stakeholder group:

  • PABC will rely heavily upon Educators, Employers, Manufacturers, Regulators and Pilot labor and mentoring organizations to contribute the subject matter experts needed for the technical aspects of standard-setting and test development.
  • Regulators have a dual role as advisors in this process: (1) to ensure that the standards developed and adopted by this certification always meet or exceed existing regulatory requirements, and (2) to encourage ICAO to lend its support to this initiative.
  • Insurers contribute actuarial and risk management expertise to help create the policies associated with standard setting and the long-term validation of this testing process.
  • The Public representatives voice the concerns of passengers and other users of the air transport system that impact training standards and the testing of pilot competencies.

Committees

ISO criteria for certifying bodies and IRS criteria for 501(c)(3) non-profit organizations call for PABC's use of the following committees: 

  • Nominating: This committee interviews candidates for Board and Council posts to be sure they understand the duties involved. They also oversee the election process and provide input to the list of  topics addressed by the Board and Council Development committee.
  • Qualification: This committee provides the Board with recommended criteria for: candidate qualifications to take/re-take the examinations, and keep the certification current through continuing professional education (CPE) and periodic renewal examinations. Finally, they are responsible for disqualifying certified pilots who have failed to live up to the criteria required to hold the GPPC credential.   
  • Appeals: This committee deals with appeals by pilots who have been denied the PPC because they did not pass one or more of the exams, failed to keep the certification current, or did not satisfy other criteria required to hold the credential. 

The two largest and most active GPPC committees are described below. Their deliberations will be supervised by our PTI and SAIC teammates. The table shows the multi-step process required by ISO to set the standards for and develop each of the series of examinations that comprise the GPPC.

  • Education & Safety:  This committee (sometimes called the Standards committee) prepares the job task analysis (JTA) that defines the knowlege, skills, attitudes and competencies expected of candidate pilots when they enter initial, new hire training for an airline or business operator.

The JTA serves as the basis for the standards used to develop courses and study material, and for the development of the certification exam. 

  • Certification: This committee (sometimes called the Exam committee) will write the 2400 test items used in the various GPPC exams and then helps equalize  the difficulty between different versions of the exams in each topic area.
