PABC's Mission

PABC serves as a neutral broker among the industry, government and public stakeholders impacted by the quality, scope and effectiveness of preparatory training given to aspiring professional pilot candidates.
PABC performs three basic functions:
1. Standard-setting – defining the pre-employment
standards for pilots’ knowledge, skill and competence training.
2. Educating – (a) pilots who have been awarded the GPPC through continuing professional education (CPE), and (b) instructors, evaluators, regulators and training program managers who conduct or oversee pilot training programs.
3. Testing – conducting rigorous, independent assessment of candidate pilots to confirm whether or not they have the knowledge, skill and competence required by the standards.
Note: PABC does not conduct pre-employment training for professional pilots.
PABC achieves its mission by:
- Validating the Multi-crew Pilot License (MPL) knowledge requirements and then using those criteria to create a common training standard for ab initio, bridge and MPL programs.
- Developing an examination scheme that can be used to assess the preparedness of all candidate pilots, without regard for the source of their training.
- Qualifying for and maintaining ISO-accreditation as the certifying body for professional airline and business pilots under ISO Standards 17021 and 17024.
- Making its knowledge testing service available to support the pilot licensure activities of state regulatory agencies.
- Drawing its launch funding from the full spectrum of industry stakeholders.
- Placing its intellectual property and funds in trust with an oversight organization.
Note: PABC certification supports pilot licensure by state regulators; it does not replace it. It offers regulators an alternate means of proving that candidates have the pre-employment level of knowledge, skill and competence required of aspiring professional pilots.
