Captain J.A. “Drew” Bedson PABC President
Aviation Consultant Former Senior Vice President, Operations, Sentient Flight Group and Senior Vice President, Air Operations, Atlantic Southeast Airlines

Drew Bedson is a 35-year veteran commercial aviator and aviation educator. He most recently served as Senior Vice President, Operations for Sentient Flight Group, a large international aircraft management and charter air carrier. Previously he served as Senior Vice President of Air Operations at Atlantic Southeast Airlines, a Delta Connection carrier, where he was responsible for Flight Operations, In-Flight Service, and Operational Control Center disciplines.

Captain Bedson has experience as an airline pilot, factory test pilot, flight instructor, college instructor, and corporate leader. He began his flying career in 1975 as a charter pilot and flight instructor.

Drew has more than 12,500 hours of flight time. He holds type ratings in the ATR-42, ATR-72, BA-3100, BA-4100, DHC-7, and Nord 262. He has been appointed as an FAA Designated Examiner for ATP Certificates and DHC-7 Type Ratings, and has acted as Check Airman in accordance with FAR 121 on the ATR-42/72 and DHC-7. In addition, he holds numerous international certifications, including the designation to issue Nord Type Ratings for CASA Australia.

Captain Bedson is a member of the Embry Riddle Aeronautical University Research Advisory Council.

Drew holds undergraduate degrees from Mercer County Community College and T.A. Edison State College. He has completed graduate studies at Trenton State College and Kennedy-Western University.

Captain David C. Carbaugh
Chief Pilot, Flight Technical and Safety Boeing Commercial Airplane Group

David Carbaugh is responsible for all technical and safety-related activities involving Boeing flight operations. He conducts engineering flight tests, production acceptance flights, and is a Check Airman on the B737, B747, B757, B767, and B777. He works with the aviation industry and airlines on numerous flight operations technical and safety issues, managing such initiatives as the Wake Turbulence Training Aid, Controlled Flight Into Terrain (CFIT) Education and Training Aid, and Aircraft Upset Recovery Training Aid.

Captain Carbaugh is an 11,000-hour pilot. He was a standardization pilot for 10 years for Boeing’s Flight Crew Training. He was also involved in development projects on Extended Twin-Engine Operations, Traffic Alert and Collision Avoidance (TCAS) systems, forward-looking windshear studies, and Crew Resource Management (CRM).

David flew the F-15 in the U.S. Air Force, was a Check Airman in the C-141, and an instructor in the T-37.

Captain Carbaugh is a recipient of the Flight Safety Foundation’s President’s Citation. He is also a Laurels Award winner, recognized for outstanding achievement in the field of commercial transport by Aviation Week & Space Technology. He recently received Aviation Week’s and the Flight Safety Foundation’s Distinguished Service Award for lifetime achievement in aviation safety.

David graduated from the U.S. Air Force Academy with a degree in Engineering Mechanics. He holds a Master’s degree in Human Factors from Arizona State University.

Gerald P. Chubb, Ph.D.
Associate Professor (retired), Department of Aerospace Engineering and Aviation The Ohio State University Former President, University Aviation Association (UAA)

Dr. Chubb has more than 40 years’ experience in human factors (HF) engineering. He is currently working with New Mexico State University to organize a workshop to address training issues associated with Uninhabited Aerial Systems (UAS) operator training.

He served as Systems Engineer for the Flight Training Curriculum Work Package on NASA’s Advanced General Aviation Transport Experiments (AGATE) program.

Gerald was Business Manager for the FAA Air Worthiness Assurance Center of Excellence (AACE). He was also Director of Flight Education, engaged in research on cockpit layout and design, the economic impact analysis of the Small Aircraft Transportation System (SATS), and an information requirements study to provide better support to FAA Aviation Safety Inspectors.

Dr. Chubb served as President of the University Aviation Association (UAA) in 2003-2004. At The Ohio State University, he taught courses in safety, simulation, and human factors.

Gerald holds a B.Sc. and M.A. in Experimental Psychology and a Ph.D. in Industrial and Systems Engineering, all from The Ohio State University.

Captain Albert T. Glenn

Captain Albert T. Glenn is the former Chairman of the Organization of Black Airline Pilots Board of Directors and former Managing Director of Operations for FedEx Express Corporation. Over his 31-year career with FedEx, he has held numerous management positions including Flight Duty Officer, Chief Pilot, customer service management, and pilot hiring. As the director of Flight Operations, he was responsible for Global Flight Operation, Dispatch, Meteorology, Air Traffic Operation, and Air Navigation. he has over 10,000 flight hours and is type-rated in the MD-11, DC-10, and has served as a Check Airman on the B727.

Captain Glenn holds FAA Airline Transport Pilot, Certified Flight Instructor, Flight Engineer, and Flight Dispatcher Certificates. He began his flying career as an instrument and multi-engine flight instructor, a Part 135 charter pilot, and then became involved in aviation sales - giving him opportunity to fly a wide variety of general aviaton aircraft. Albert is an Associate Vice President for the Academy of Model Aeronautical - the leading non-profit organization for model aircraft aviation. He holds a Bachelors Degree in Political Science from the University of Memphis.

Captain Janeen A. Kochan, Ph.D

Captain Janeen A. Kochan holds a Ph.D in Human Factors from the University of Central Florida in Orlando, FL and an M.S. in Engineering from the Ohio State University. She has been involved in human factors research in medicine and aviation since 1980. Primary areas of research include unexpected events, pilot expertise, human performance, decision making, stress and fatigue, automation, workload, resource management, and training. Recent publications and presentations in aviation human factors have been in the areas of unexpected events, automation, human factors aspects fo the Notices to Airmen system, aeronautical decision-making, pilot workload, advanced maneuvering and upset recovery training, and the neuroscientific correlates of human performance in the study of surprise.

Dr. Kochan is a former Boeing B767 Captain and Crew Resource Management Instructor for a major U.S air carrier. She has over 13,000 hours of flight time in a variety of aircraft and has type ratings in the B757, B767, DC-8, DC-9, YS-11, and numerous corporate jets. She holds current and active Airframe and Powerplant, Inspector Authorization, Flight Instructor, and FAA Designated Pilot Examiner Priviledges. In addition to providing training and evaluation services to the aviation industry, she works under contract with a variety of organizations conductng human factors research programs.

Alfred J. Ramsey
Training Center Evaluator, FlightSafety International Learning Center, DFW Texas Former Chief, Special Missions Division, USAF Military Airlift Command

Al’s four decades of aviation experience encompass corporate, air carriers, and military airlift.

He served as a corporate captain and supervised an international company’s flight department. He has managed training programs on ATR, Boeing, Bombardier, British Aerospace, Dassault, and Fairchild aircraft. His supervisory roles in the U.S. Air Force included operations management for all fleet and flight standards.

As Chief, Special Missions Division, U.S. Air Force Military Airlift Command headquarters, Ramsey oversaw flight procedures and the standards and evaluation program for all flight crews operating commercial variant Air Force aircraft and special mission aircraft, including helicopters and Special Operations-capable aircraft. He was also responsible for evaluating training programs and flight crew operations of Part 121 air carriers providing contract services to the Department of Defense.

Al has more than 10,000 flight hours. He has served as an instructor and Check Airman in Citation, Falcon, and Hawker aircraft. In the U.S. Air Force, he was part of the C-5 initial crew complement and served as a Wing Flight Safety Officer; he also piloted the C-17 and C-141. Al flew Gulfstream, Jetstar, and King Air aircraft with the Presidential Fleet.

Prior to his current role in Dallas/Fort Worth, Ramsey managed FlightSafety International’s Houston and Seattle Learning Centers.

Al holds a degree in Aviation Management, as well as an MBA from Auburn University. He also completed the U.S. Air Force Flight Safety Course at the University of Southern California and attended the Air Command and Staff College.

Captain Larry Rockliff
President, Rockliff Global Aviation Consulting Assisted development of the FAA Cross Crew Qualification criteria

Captain Rockliff is a 20-year aviation instructor and training industry leader.

In addition to developing the Federal Aviation Administration accepted criteria for Cross Crew Qualification (the concept that enables pilots to be type-rated on more than one fly-by-wire aircraft simultaneously), Larry led the effort for the first FAA certification of an airline manufacturer’s training program under the FAA Part 142 provisions.

Larry is formerly Vice President of the Airbus Training Center (ATC) in Miami. He is currently transitioning to the Airbus Flight Test department where he will direct the flight test center in Tianjin, China.

Captain Rockliff serves as a Trustee on the Aviation Accreditation Board International (AABI) and is a member of the Accreditation Board for the Institute of Nuclear Powerplant Operations. He is also a member of the President’s Advisory Board for Embry Riddle Aeronautical University.

Executive Director
Captain Peter J. "Pete" Wolfe

Captain Wolfe has served as the Executive Director of the Professional Aviation Board of Certification since retiring from Southwest Airlines in 2002. During his fourteen years with Southwest, he served as a line pilot and human factors specialist for Flight Operations. An active member of the Air Transport Association Human Factors Committee, he served as its Chairman from October 1998, to October 2000. he served for ten years with a regional airline as a line pilot/check airman and in various management positions including Director of Flight Operations and Vice President for Personnel. A retired USAF colonel, he flew the F-4 Phantom, T-39 Sabreliner and the E/KC-135 aircraft. In addition, he held a variety of staff and command positions involving flgiht operations, safety, maintenance, and training, including duty as the Assistant Director of Operations for the North American Air Defense Command.

He serves as a Trustee on the Aviation Accreditation Board International, a consulting editor for the FAA's International Journal of Applied Aviation Studies, a member of San Jose State University Aviation Department Advisory Committee, and is a member of the Unversity Aviation Association. He is type-rated on the B737, DC-9, FH-227,and Gulfstream-159 and has logged over 18,000 hours of flight time. He holds a Master's degree from the University of Illinois in Public Administration.
